London-based Harbour Energy and Edinburgh-headquartered Flotation Energy have signed a memorandum of understanding to evaluate powering North Sea oil and gas assets with floating offshore wind energy, according to reporting by Navingo BV's Offshore Energy publication. The agreement creates a framework for both companies to combine operational experience in the United Kingdom offshore sector with specialized offshore wind development capabilities.

Flotation Energy stated via social media that the deal brings together Harbour Energy's experience as a North Sea operator with wind electrification expertise to explore scenarios and build an understanding of technical, regulatory, and commercial factors. Harbour Energy holds an extensive offshore footprint, including the Solan field located west of Shetland and stakes in the Clair and Schiehallion fields, along with additional holdings across the northern and central North Sea. Scott Barr, Managing Director of Harbour Energy's UK business unit, noted on social media that bringing the two supply chains together could help identify the opportunities and challenges associated with offshore electrification, emphasizing that "The UK has built world-class expertise across both the offshore wind, and oil and gas industries."

Flotation Energy is currently advancing two floating offshore wind sites secured in 2023 during Scotland's Innovation and Targeted Oil & Gas leasing round. The projects are being developed in partnership with Vårgrønn, a joint venture between Plenitude (Eni) and HitecVision. Among these is the Green Volt project, located 80 kilometers off the coast of Peterhead. As reported by Offshore Energy, Green Volt received onshore and offshore consents in April 2024 and was awarded a UK government contract for difference in September 2024. Designed for up to 35 floating wind turbines and 560 MW of installed capacity, Green Volt is targeting first power generation in 2029.

The developers are also pursuing the 1.4 GW Cenos project, situated roughly 190 kilometers from Peterhead, which is planned to feature up to 95 floating turbines. An offshore consent application for Cenos was submitted to the Marine Directorate in February 2025, with first power targeted for 2031. In addition, the Cenos development team acquired NorthConnect, a proposed 1,400 MW high-voltage direct current interconnector designed to link Scotland and Norway.
